James Elmer "Bill" Napier, a devoted community servant, skilled mechanic, and loving family man, passed away peacefully on Tuesday, April 14, 2026, at Good Samaritan Hospice Care in Lexington, Kentucky. Born on January 13, 1949, in Hyden, Kentucky, Bill's life was characterized by a deep commitment to his family, profession, and community.
A graduate of Leslie County High School, Bill pursued further education at Sue Bennett College, Cumberland College, and Union College. Remarkably dedicated to his academic growth, he completed all but nine hours of a Master's Degree, demonstrating his lifelong passion for learning.
Bill began his career as an educator, teaching at Hayes Lewis Elementary for several years. However, his calling to support his family led him back home to work alongside his father at Napier's Automotive. Over an impressive 40-year tenure, he honed his expertise as a mechanic and played a vital role in the family business. Additionally, Bill was co-owner of Bilcoe Signs in Hyden, illustrating his enterprising spirit.
His devotion extended beyond his vocation into active civic engagement. As a member of the Hyden Jaycees and Lions Club, and a faithful participant in the Stinnett Church of Christ, Bill demonstrated unwavering commitment to his community. For the past decade, he served as City Commissioner, a position he held at the time of his passing, working diligently to enrich the lives of Hyden’s residents.
Bill’s interests were as varied as they were profound. A historian and avid enthusiast of civics and government, he kept abreast of current news with keen interest. His love of cars, including race cars during his youth, and old movies revealed a vibrant and multifaceted personality. Above all, his greatest joy came from watching his granddaughters play softball and volleyball, reflecting the depths of his dedication to family.
He is survived by his two daughters, Janna Osborne (Alan) and Jeanne Napier, along with the mother of his children, Connie Lewis Hubbard. He cherished his granddaughters, Lexie Webb (Ethan Horton), Lauren Turner, and Molleigh Gibson, and treasured the presence of his fiancée, Debbie Farley, and her sons, Jason Turner (Kayla) and L.J. Turner (Danielle), as well as Debbie’s grandchildren, Stella, Sadie, and Logan Turner. Bill also leaves behind his sisters, Johnnie Jean Joseph (Darrell) and Kim Renee Sumner (Bill), as well as a beloved “special little friend,” Mollie Morgan. A host of nieces, nephews, great-nieces and nephews, along with numerous other relatives and friends, carry forward his legacy of love and generosity.
Bill was preceded in death by his parents, Roscoe Napier and Martha Washburn Napier, and his paternal grandparents, Ancy Napier and Stella Napier. Their memory remains a cherished part of his story.
James Elmer "Bill" Napier’s life was one of steadfast service, enduring love, and boundless curiosity. His impact on his community and family will be felt for generations to come. He will be remembered with respect and affection by all who had the privilege of knowing him.
